How much hair loss is normal when shedding?

My JRT seems to have a very thin layer of hair on her underside from her chest down, but also on her hind legs on the outside where visible all the time. I can see her skin, and all the black spots that we couldn't see before. Any suggestions as to why this is happening, and how to remedy the situation. I do not know what is normal and what is not. As for food, we feed her Nutro. Please Help.
